Procurement as a data protection lever
Government digital projects handle large volumes of personal data. Procurement decides who builds those systems, and on what terms. Consequently, the procurement stage offers an early opportunity to set data protection expectations.
Our chapter explores public procurement as a strategic regulatory tool. In particular, it examines how procurement frameworks can embed privacy by design into government digital projects.
Across the procurement lifecycle
The chapter follows the whole procurement lifecycle rather than a single moment. Requirements, tender terms, evaluation and contract management each shape how a supplier handles personal data. Moreover, they determine how readily an agency can hold that supplier to account.
Approached this way, procurement becomes a proactive compliance mechanism. It shifts data protection upstream, rather than leaving it to enforcement after a project goes live.
