In accordance with Nigerian Electricity Regulatory Commission’s statutory responsibility under section 56(3) of the Electricity Act 2023, which requires the Commission to submit quarterly reports of its activities to both the President and the National Assembly, the Nigerian Electricity Regulatory Commission released its report for the first quarter of 2025 (the Report) on 1 July 2025.
The Report provides a key account of developments within the Nigerian Electricity Supply Industry (NESI) during the period. In this publication, we concisely summarise the Report. To read our summary of the Report, click the link below.
What the NERC quarterly report shows on generation
The grid drew on 28 connected power plants, made up of 19 gas, five hydro, two steam and two gas or steam plants. Average available generating capacity rose to 5,366.88 MW, up 1.32% from 5,296.89 MW in the fourth quarter of 2024. Total generation for the quarter reached 10,304.47 GWh, a rise of 10.92% on the previous quarter.
Transmission and grid stability
System frequency averaged a low of 49.28 Hz and a high of 50.77 Hz. That range sat outside the normal operating band, but it stayed within the wider stress limits. Voltage told a similar story, at an average low of 296.56 kV and a high of 346.82 kV, both outside the grid-code range. On the positive side, the National Grid recorded no system collapse during the quarter.
Market performance and losses
Average energy offtake rose to 3,781.94 MWh/h, up 12.53% on the fourth quarter of 2024. Cumulative DisCo offtake performance improved to 97.94%. Remittance performance also rose, to 95.86%. Billing efficiency moved the other way, falling 2.48 percentage points to 81.18%.
Losses remained the main problem. Aggregate technical, commercial and collection losses came to 39.61%, which is 19.07 percentage points above the target used in the Multi-Year Tariff Order. That figure was also 4.39 points higher than the previous quarter. On the regulatory side, NERC issued no new regulation, made 40 orders, and granted four off-grid generation licences and one trading licence.
